Quality comes first even under a limit. If the honest smallest encode already fits well under 10 MB, that is what you get — a limit is not an instruction to spend it. Only when the quality answer will not fit does the size cap take over, and then the result says plainly that the picture is not as sharp as the original in order to fit.
